No they don't.
In the 13th century the majority of the english army would have been levies - each Knight brings his own contingent of soldiers with him to the battle field. It is not a regular paid army as we have today.
Red is the base colour of the King's own banner - so it is not inappropriate to colour the tabbards red. However you could equally paint them white - or more natural colours like Kahki.
The bright coats of arms of medieval knights at this time is reserved for the wealthier Knights. The majority while carrying their arms on their Shield - would still be likely to have a plain uncoloured surcoat.
The personal guard of a particular knight may display the Knight's arms on their tabbards - often a small version of the shield like a badge on the chest.
Don't go mad on colour with regular soldiers - keep your colours muted - red looks great - but white also looks good. You can add the cross of St George - but unlikely to see this on all your soldiers as it would be very expensive to kit out an entire army with embroidered tabbards.
