I hope I don't sound like a complete idiot here.
I have been making up some banners and where you have something like Wallace's arms, I am making them both face the same way. i.e. whatever side of the banner they are viewed from, the lion is facing the same direction.
This means that the image in a 'side by side' layout should face the same way.
I note from the PDFs that you are not doing it this way.
Anyone know which is correct?

No, I think the banner should be reversed on the other side - so if the lion faces away from the pole on one side he also faces away from the pole on the other side.
I think this is correct.

I'm not sure 100%.
Given the rules of heraldry, I would guess that ideally it would be the same from either side, since the the blazons often describe things as dexter or sinister, etc.
However, that would neccesitate embroidering/sewing two seperate banners and sewing them together with opaque facing between them (so the other side didn't show through.
Compare that to most National flags, where they are one piece, and right/or left falls away. IE, for a non symetrical flag like the US flag, the blue field is not always on the right, but it's always on the flag-pole side.
My guess is that the reality of consturction probably out weighed the rules of heraldry, and if the wind switched directions, someones arms would just be reversed to anyone looking from that side.
